attn fitz: svn_lock_callback usage inconsistency

Hi,

I was trying to unlock a path in a subdirectory using ra_local, and it
didn't work. The reason is that ra_local gives the lock callback an
absolute FS path, which it treats as relative to the RA session URL. I
checked libsvn_ra_svn, and it gives a relative path, which I think is the
intention.

I think that's a bug in ra_local. I don't know about ra_dav.
