No, as far as I know nobody is doing it.

May I suggest reading TRANSLATING to help getting up to speed on the
Subversion conventions for translations?

Also, if you start translating and you did a number of strings, you could
post the translation for comments (consistency and terminology). After that
you can work further on it in the Subversion repository.
