gnuify-changelog.sh patch (issue #1856)

Garrett, do you have time to look at issue #1856 and DTRT?

I tried reviewing it, but my Perl is rusty, I don't know all the
implications of the UTF8 portion of the change, etc. You'd be more
competent to review it, I'm pretty sure.
