The Perl part should be OK, I haven't done anything weird (and I've been
programming in Perl for the past ten years, so I should know more or
less what I'm doing :)

The UTF8 portion is just: make the script use utf-8 (so commiter's names
are right), and write a Local Variables section to the ChangeLog, so
Emacs knows that the ChangeLog is utf-8. Nothing weird.

Other than that, my changes fix spacing on the resulting ChangeLog, so
font-locking works right when loading the ChangeLog on Emacs.

The list of commiters should be updated, BTW.
