Well, the reason is that there has to be some convention in order to get
consistent messages. If for some reason in your language you can't use
single quotes, I guess that that should be a valid reason to switch to
double quotes. However if another translator comes along and changes (some
of) them back because he read the guidelines, then we probably should have
used the single quotes to start with.
