-1 on committing votes into a "STATUS" file in our main source repository. I hate the thought of, between the source changes, a load of commits like this:

  r10000: julianfoad: Voted for issue 9999.
  ...
  r10003: johndoe: Voted for issue 7777.
  ...
  r10009: johndoe: After list discussion, retracted my vote for issue 7777.
  ...
  r10023: julianfoad: Voted for issue 7777 and 7778.
  ...

+0.5 on using a "STATUS" file in another repository. We could still check it out to a convenient place near the root of our Subversion working copy, so that it is easy to access the file and commit and update it.

+0.5 on using the issue tracker. After all, that's what it is designed for, even if its voting system doesn't exactly match what we are proposing.
