[PATCH] Adding svn-push to the contrib

Hi!

This patch adds the svn-push source to the contrib section and builds it
by default. (but not installs it).

Here's the log:

Added the svn-push utility to propagate changesets from one
repository to the other. (a la BitKeeper's push command)

* build.conf:
  Added the svn-push target.

* svn-push.c:
  Added the program of svn-push
