You do like me, and you keep SVN.EXE, PATCH.EXE, CVS.EXE, PUTTY.EXE,
WINSCP2.exe, et al in a non-published URL so you can get to them from
wherever you need to. :-)

Seriously, we don't need to be in the business of tracking every
useful tool out there. If you want to throw some URLs into a file
somewhere, that's fine, but 'patch' is no more integral a part of
Subversion than 'ls' or 'mv'.
