Well, that was apparently my problem. I misunderstood what the -d switch was for.

I was under the impression that I could run the server without the -d switch for testing and didn't have to add that until I was ready to run it live. Now I have different problems, but they look like config problems that I can take care of:

C:\>svnserve -d -r /dev/svn/swarm

C:\>svn log svn://127.0.0.1/
svn: Couldn't find a repository
svn: No repository found in 'svn://127.0.0.1'
===============================================

But at least it is now looking for a repository...
