I think it was just being left to your discretion, as the discussion
made everyone's thoughts known and also made it clear that no one was
vetoing anything.

If you'd like something a little more concrete than that, though :-),
I'd say go with libsvn_client, as I suspect other clients will want to
access this functionality. (Brane leaned most strongly toward
libsvn_wc, so if libsvn_client makes you queasy, do wc instead.)
