I am actually likely to do this work outside of the SVN team (at least
initially). Not because I don't want to work within SVN, but because this
is going to be a VERY large project and I don't want to litter the SVN
list with e-mail and discussions.

So, by the end of the week, I will have a public SVN server setup for
svn-agent. Hopefully at that point, I will also have a simple design doc
so that people can see what I am thinking about. I will also get a
mailing list setup so that people who want to can monitor the progress and
help if they have time/desire. When the project is mostly working, we can
work on getting it integrated with the main svn code base.

Also, please be patient, remember that the idea was just discussed for the
first time about an hour ago.
