Re: ra_svn tunneling URL syntax

Okay, I will rely on configuration information to decide whether to use
a tunnel agent for a given svn: URL. I think that's the simplest and
purest option.

(To answer Bruce Atherton's question: using ssh port forwarding doesn't
require any knowledge on svn's part, but it's not very convenient. I
want our code to support tunneling natively.)
