From a release management POV, it is bad practice to 're-release' once a
controlled item is made available. It's like mailing a letter - once its in
the post office, it can't be recalled. Sending the same letter (release)
again with minor corrections does not 'over-write' the first - you have two
distinct letters (releases) that will cause confusion at their destination
(developers/users).
You need to explicitly mark the 2nd letter as being different and superior
to anything in the first.
So I recommend that the 'new' 0.16 be released as 0.16.1 (or 0.16a or
anything that marks it as 'different' and 'superior'). That way there'll be
no confusion as to which version of 0.16 someone is talking about.
Of course its easy for me to make recommendations - I don't actually have to
do anything!

Actually, nevermind. Once I did a `make clean`, it seems to have built
fine. The problem may have been related to the build artifacts which
were in the distributed tarball.
