Sorry for the late reply, I've been sightl busy and a bit jetlagged for
several days...

And no, I haven't got any further since before ApacheCon. I have at
least a week's work ahead, no matter which solution I decide on --
either getting apr-iconv working, or resurrecting the libiconv support.
In either case I must also expose the APR encoding to the application
(it's always UTF-8 on NT-class Windows, but locale default on other
systems), not to mention heavy testing.

So, if you'd like to release 0.16 next week or so, I'd suggest not
waiting for this issue specifically. If it's ready, fine; if not, it'll
be in 0.17. I'll make sure any changes that go in don't destabilize 0.16.
