This is a known problem: it happens if the version of Cygwin you have
installed and the one in the Subversion installer are different. I
suggest you replace the Cygwin files that were installed with Subversion
with those from your regular Cygwin installation.

With the next Subversion release, you'll be able to set the path to your
copy of Cygwin. And hopefully soon after that, we'll remove the
dependency on an external diff altogether.
