Well, i'm not so sure that general rule applies here. This is a
very fundamental change at the RA and network layers (i'm
especially concerned about how this marshalls over DAV). It
seems to me that this kind of work is better suited to people who
have participated in Subversion's design work.

Maybe the phrase "core team" is too narrow. What i'm really
getting at is that i wouldn't be comfortable expending time and
effort on such design work when very likely the "core team"
(sorry, there it goes again :) probably has or will have an idea
that makes more sense within the overall Subversion design.

Forget it, it's moot anyway :). I certainly don't have the time
for this kind of work.
