From what I know (and of course the "core team" can comment better than I),
it's actually just a change to the WC client library. The only thing that
might have to be marshalled over DAV is the repository configuration, if you
want to have repository-global keyword definitions, but that is a separate
project. The client library already has code to expand keywords, so that
would just need to be modified to parse some config file and add the new
keywords. It's not that big a deal, and should be pretty bite sized.
