I'm thinking the InnoSetup installer config files should belong in
the repository somewhere. I'd like to use them myself and make
some mods to them to help increase the portability of the installer,
say regarding the Cygwin issues we've been having.

Does anybody have any issues with a new directory

    packages/win32-innosetup

If not, I'll check them in.
