annotate vs blame

After looking through the FAQ and browsing through the
archives, I didn't see this question, so here it goes:

AFAIK, subversion attempts to have the same commands
and functionality as CVS but it differs when it comes
to "blame". So it begs the question, "Why was the
'blame' command chosen over the more established (and,
IMHO, less pessimistic) 'annotate' command?"
