remove all locks

is there a more intelligent possibility to remove all locks from a wc
than cd bla, rm lock for every .svn?

and why svn checks for locks in "unrelated" directories?

$ pwd
/wc/trunk/html/a/attach
$ svn ci -m ""
svn: Attempted to lock an already-locked dir
svn: working copy locked: /wc/trunk/html/a/history
