1) CVS isn't particularly good at document management for a variety of reasons.
2) Good document management systems cost upwards of $25,000.
3) Suvbersion can be good at document management.
4) The cost of Subversion is the effort required to learn, configure, and
maintain it.
5) The cost of maintaining multiple repositories is low once the learn and
configure costs have been incurred.
6) A large number of development shops will have made the investment in
Subversion.
7) The incremental cost of deploying Subversion as a document management
system is low.

Therefore: the probability of that reversal is a lot higher than you might
think.
