I think it's an integral part of the proposal. Unfortunately, I'd hate to
wade through the repository logs when most of the revisions are just lock
requests.

The proposal would probably still be useful to a lot of people. However, I'm
not sure I'd want to build it if I would never want use it myself.

Does tigris.org allow you to take polls? Maybe a poll should be set up
somewhere, or a thread started on the users list (ooh, flamewar), to see how
people feel about locking, and (more importantly) whether creating a new
revision for each lock and unlock would be a turnoff. If enough people
aren't turned off, then maybe I'll give a go at building it anyway.
