I believe we should use GNU libiconv for Subversion, regardless of ASF
quirks^H^H^H^H^H^Hpolicy. I can't see how apr_iconv could become useful for us
in time for 1.0; it's practically unmaintained, has a miserably unix-centric
design, and is lacking in functionality WRT GNU libiconv.

Yes, apr_iconv does exactly nothing on Windows.
