Is Content-Transfer-Encoding necessary outside email? (I always
thought it was to tell mailers not to munge the data, but I'm pretty
ignorant.) Someone posted a reference link about this recently, I'll
go back and look...

Is XML assumed to be UTF-8 unless otherwise specified? If not, I
guess we should add it to the XML too.
