XML is assumed to be in UTF-8 *at the application level*. Those headers
tell the *transfer protocol* what to expect. So, if you're asking
whether HTTP is aware of XML defaults, the answer is I don't know, but I
susspect not. So even if we can assume that the client knows, we
shouldn't assume anything about all the proxies the content will go
through. Better safe than sorry, I say.
