dumpfile not loading correctly?

I have a dumpfile that i made using 2490 (i think) and it doesn't seem to
want to load correctly (with (any later versions?) (2601 doesn't load it
right, maybe others...)

svnadmin create and svn load look like they are working.

However, when i try to checkout a working copy all the files are there but
have zero length.

also, the repository now appears to be smaller than the dumpfile

(and smaller than the old repository was)

New repository:

flb@flat:~$ du /ddp/svnr1
1284 /ddp/svnr1/db
4 /ddp/svnr1/dav
4 /ddp/svnr1/conf
8 /ddp/svnr1/locks
24 /ddp/svnr1/hooks
1332 /ddp/svnr1

Dump file:

flb@flat:~$ du /c/flb/bigdump
3032 /c/flb/bigdump

Old Repository

flb@flat:~$ du /ddp/tempr/svnr1/
9132 /ddp/tempr/svnr1/db
4 /ddp/tempr/svnr1/dav
4 /ddp/tempr/svnr1/conf
8 /ddp/tempr/svnr1/locks
24 /ddp/tempr/svnr1/hooks
9928 /ddp/tempr/svnr1
