Amen to that. (I'm one of these people, too.)

But: I think VC's directory mode (see `vc-directory') is intended to
operate the way pcl-cvs does, but VC-generic instead of CVS-specific.

If so, makes more sense to improve vc-directory than pcl-cvs...
