Can SVN share files and projects?

Hi all,

I am working for a SME in Germany and we are currently checking out
several source code management systems. I personally prefer SVN over our
other choice VSS, but as we have quite sophisticated requirements, it
seems that SVN is loosing the run. The crucial point seems to be this
feature of VSS:

My question: Is it possible to "link" a file to another project and to
keep this file updated automatically? I couldn't find this feature or a
description of something like that in the SVN-Book.

Sorry, if this was asked before, or if the question was kinda 'stupid'...
