I posted it a while back, and have submitted it for the contrib section
of the Subversion repository (though it hasn't been accepted yet).

I have just made a couple of improvements which significantly improve
performance and handle whitespace better, so I attach the updated script
and its companion test script.

See the pod documentation or run svncopy.pl --help for instructions.
