It remembers the position on my computer. Please check the registry
HKCU\Software\TortoiseSVN\TortoiseProc\ResizableState
and check if there's an entry in there named
"RevisionGraphDlgWindowPlacement".
If it is, remove it and try again if the position is not remembered.
If it doesn't, check the access rights on the parent 'folder' in the
registry editor.

The path/url is shown in the status column of the window. Is there are
reason why you want that information in the titlebar?
