[TSVN] Svn command line works, Tortoisesvn fails

Hello,

I'm having trouble getting Tortoisesvn to work. I've Googled etc but
all the tips don't apply here.

When I commit a change using the svn command-line tool, it works. I
can query the repository for a log of changes etc, and everything is
fine. But when I try to use Tortoisesvn to commit a change I get the
following error:

Commit failed (details follow):
Unable to open an ra_local session to URL
Unable to open repository 'file:/// etc etc'

If I use Tortoisesvn to issue any command, it fails. But Tortoisesvn
does show the correct status of folders and files.

I'm using the latest stable version of Subversion.
I'm using the latest nightly build of Tortoisesvn (tried the lastest
stable version first but it failed so I tried the nightly build).

I'm using fsfs (tried BDB first but it had the same issues so I tried
again using fsfs).
I'm using Windows XP (I've turned off the firewall - this should not
have any effect whether it's on or off).

Subversion and Tortoisesvn are being run on the same machine.

Any ideas?
