I could be wrong, but I do not believe IBM has the authority to remove
the EPL or the Apache license which is also included in Eclipse. They
can choose to indemnify you of course, but IBM does not.

CollabNet sells support contract for Subclipse and Subversion if that
is what they are looking for. You could also use the CollabNet
Desktop - Eclipse Edition which includes Subclipse.
