In fact, I'm not convinced it is the same issue:
According to the debug done in the given thread, it is related to the
serf library which was added in 1.5, whereas issue #3119 was found in
1.4
More over, the recipe to show this (my) issue doesn't show anything with
svn 1.4

(I added such a comment in #3119, but it might not be very useful there)

Searching in the issue tracker for part of the error message, I find
issue #3119 <http://subversion.tigris.org/issues/show_bug.cgi?id=3119>
("File already exists" when it obviously doesn't") which looks like the
same issue although there was previously no reproduction recipe for it.

I have added links to the email thread where debugging was started, and
have attached the Unix version of the reproduction recipe (from that
thread) for convenience. Feel free to add anything else.

Thank you for bringing this issue to our attention. Now, if you know
anybody who would like to work on it, that would be wonderful and people
here would be glad to help.
