You'll need to provide more details. A simple manual test shows that
copying a working copy into the repository works just fine. So this
funtionality is not broken in general, but perhaps under specific
conditions. What are the conditions which allowed you to trigger this?
Can you reproduce the problem with Subversion's command line client,
or is it specific to TortoiseSVN?
