You can certainly add any such files to the changelist but using the
changelist to commit is a problem since the commit doesn't include the
directory.

Changelist support for directories would be one solution but I don't
suppose that is coming anytime soon. I suppose we might also consider
enhancing changelist commit to include parents of added files.

Merge would be a problem until we have changelist support for
directories because the commit would not generally include the mergeinfo
changes.
