You could search the issue tracker for issues with milestone "1.7.x or
1.7.0 or 1.7.1 or .. or 1.7.8". I just assume there might be a few
issues with milestone 1.8.0 that have since been backported to 1.7.x
(but the milestone not adjusted accordingly).

That's what we have:

http://svn.apache.org/repos/asf/subversion
http://svn.apache.org/viewvc/subversion

The rest is a usage question, not a release engineering question (but
I'm sure someone will be able to discuss it at more length --- I don't
have time for that right now)

I don't understand.

Well, upgrades/downgrades within the same minor number (1.7.x <-> 1.7.y)
are guaranteed to be bidirectionally compatible, i.e., conservative
changes only. What I do is:

    svn diff -x-p ^/subversion/tags/{1.7.7,1.7.8}

but someone will probably have a better suggestion.
