The only one I know that can do this is svnkit, the pure-Java
(re)implementation of svn. It has a wrapper script that emulates the
svn commandline (jsvn.bat, or jsvn.sh, or ..., depending on your
environment). The latest version of svnkit (1.7.5-v1 at this time)
supports working copy formats from 1.3 until 1.7.
