This is really getting in the realm of stuff you should figure out
yourself, but:
1. Pass --disable-nls to neon's configure too
2. Put neon as a SIBLING to subversion/ and build/ if you want neon to
build it. Alternatively, build+install it yourself and let svn's
configure find it (or help it by passing --with-neon)
