Is there a way to post a comment to a subversion issue without agreeing to colabnet terms?

Hello,

Is there a way to add a comment to a subversion issue without agreeing
to Colabnet terms? I would like to add the following question/comment
to Issue 2725. Unfortunately, in my current position, I need to get
specific legal review of any terms to which I agree, so cannot sign up
for a tigris account at this time. Are there plans to migrate the bug
tracking system to Apache soon?

Anyway if I cannot add the comment myself I would most appreciate if
someone could add this comment and answer the question in the issue.

Am I correct that this feature would provide the capability for ignoring
whitespace to subceclipse:
http://subclipse.tigris.org/issues/show_bug.cgi?id=1200 ?

This would be very valuable to the Derby community as we are
reformatting our code to remove spaces. I would just like to add my vote
and would be willing to test drive changes as appropriate for javaHL
newbie.
