Please suggest what action we need to take to solve OPTIONS of https://url SSL handshake failed : SSL error : Unknown Protocol (https://url )" accessing repository over internet What would be the cause for that ? .

Can you please specify the client you are using along with version number ?
Looks like client does not understand the url scheme

In case you have a server running in your network, than you need to add Subversion in by pass proxy list.

Also as stated it does not look like Subversion issue, it's more of network issue, you should work with your system admins on this.

I am not able to connect through repo-browser or even internet explorer
