Subversion encountered a serious problem

From: <Gerry_Franz_at_fws.gov>

The error below was thrown when attempting to commit a working copy.

The commit was executed immediately after a fresh checkout. The error
dialog box appeared first, and then the commit dialog indicated that
there was nothing to commit. The commit was being done at the root
of the checkout tree. Commits deeper in the tree work fine.

If I delete a folder in the working copy and then try a commit
at the root, I still get the error and the "nothing to commit" message.

The repository itself is version 1.6 running on a Windows 2003 server
while TortoiseSVN is 1.7.1.

There was one similar report on the mailing list, but no answers.

Anyone know how to resolve the problem?
