Corrupted or unreadable file

For several days we have not been able to do a fresh checkout of our codebase. We get this error message during checkout.

svn: Can't open file 'E:\Yellowhammer\svn\bsa\db\revs\165': The file or directory is corrupted and unreadable.

Attempting to open the file mentioned in this error also results in a corrupt or unreadable error message from Windows OS. Restoring this specific file didn't help to correct this issue. We are able to update this without any issues.

How can we fix this issue?
