What does "Repository moved temporarily " mean?

Hi

One of our users tried to copy between repositories and got error:

"svn: Repository moved temporarily to 'https://[snip] please relocate"

We understand that such copying is disallowed, but please will someone explain what "Repository moved temporarily" means in this context?

Is it possible that some temporary files have been created somewhere?
