#3404 describes line-ending-style issues; it does not describe character-encoding issues which is what you have. I don't know if character-encoding issues are now being dealt with as well. If not, you may need to manually edit the log message of the problem revision(s) on the server to make it (them) UTF-8. Then you should be able to sync.
