Svnsync error on 1.6.6

Hi,

I'm running a 1.6.6 server and svnsync is failing with the

"svnsync: Cannot accept 'svn:log' property because it is not encoded in UTF-8"

Described in http://subversion.tigris.org/issues/show_bug.cgi?id=3404

I also tried downgrading to 1.6.3 but see the same error. I compiled the source on RedHat.
Was there a special option I needed to pass to configure? I'm wondering if I did something wrong.
