You are not reading my replies carefully.

I am not saying no version control for operational configurations. What
I am saying is that the developers get ZERO access to those configurations.

If you care about security, you have to do it some other way. SSH,
separate SVN repositories, manual entry, etc. are all possible.

Its an operations procedure question.
