subversion exception while updating after removal of a directory

I'm using tortoisesvn 1.6.4 (build 16808 - 32 bit) on a WinXP box. I
deleted a directory through tortoise. Then, I deleted the parent directory
to the one I just deleted. When I tried to commit this deletion at a higher
level, it was reported back that there were no outstanding changes that
needed to be committed - this is untrue! I navigated to the child directory
marked for deletion and committed - this time it recognized the need to
commit and it was successful. Finally, I tried to commit the parent
directory that was marked for deletion and I received a pop-up dialog:

Subversion Exception
Subversion encountered a serious problem. Please take the time to report
this on our mailing list with as much information as possible about what you
were trying to do.

Subversion reported the following:

In file
'D:\Development\SVN\Releases\TortoiseSVN-1.6.4\ext\subversion\subversion\libsvn_ra_svn\marshal.c'
line 486: assertion failed (opt || cstr)
