I'm pretty sure this is just PPT changing the file, and has nothing to do with SVN. I seem to remember the same issue with Excel in the past: when a file is open in Excel, it's bigger. When you close it, it suddenly shrinks. This might be similar.

Maybe you should see if you get the same behavior if you exclude SVN from the equation. Also, does the file change again to another size if you, after opening/closing it in PPT, commit it, and then check it out in another working copy?
