This really does sound like windows firewall to me. If you're
comfortable with it I'd suggest disabling it fully. But if you can
svn:// locally and not remotely then it must surely be some form of
network problem.

I assume you've checked the IP is the same? If using DHCP it may have
changed? (sounds obvious but this actually caught me out one time so
thought it worth mentioning).
