Usbversion and Tortoise Stopped Working

To Whom it May Concern:

I have been using Tortoise and Subversion for over three weeks now with no problems.  However, I recently had a power out and now I can't connect remotely.  I reset the router, uninstalled fully and reinstalled both programs, and started from scratch.  The local machine can see the repository and the remote machine can get in through port forwarding through the router, but the connection always times out stating that the  because the host did not properly respond.

I don't believe I did anything different this time, yet it isn't working this time.  I feel like it should be a simple solution, but it just won't work.  I searched online and the forums, but my question is rather vague and the answers all all rather elaborate.. Can you be of any assistance?  Than you for your time.
